Saurabh advises designated persons, their counterparties and the banks and brokers that deal with them under the Russia (Sanctions) (EU Exit) Regulations 2019 and the United States regime administered by the Office of Foreign Assets Control. He applies for licences from the Office of Financial Sanctions Implementation, acts on the release of blocked funds in the United Kingdom, Europe and Asia, and conducts the litigation that follows from a designation. He acts in commercial litigation before the English courts and in arbitration under GAFTA, LCIA, ICC and LMAA rules, in disputes concerning international trade and commodities, aviation and aircraft leasing, insurance and reinsurance, joint ventures, fraud and worldwide freezing relief. His clients are airlines and aviation businesses, trading houses and conglomerates, banks, state-owned entities, media groups and private individuals, and his matters ordinarily involve parties or assets in the Middle East, South and South-East Asia, Eastern Europe, West Africa and the Americas.

Timothy P. O’Toole is a Member at Miller & Chevalier and leads the firm’s Economic Sanctions & Export Controls Practice. Recognized by Chambers USA, Legal 500, and Global Investigations Review (which named him one of its “25 Most Respected Sanctions Lawyers in Washington, DC”), he counsels U.S. and international companies and financial institutions on the full spectrum of sanctions and export control issues. Tim regularly represents clients before OFAC, BIS, DDTC, the DOJ, and CFIUS, advising on complex compliance matters, securing delistings and licenses, and defending against major enforcement actions. His work spans high-risk markets including Russia, Iran, Cuba, North Korea, and China. A former Chief of the Special Litigation Division at the Public Defender Service for DC, Tim brings extensive trial and appellate experience to his white collar practice. He publishes frequently, co-hosts the firm’s EMBARGOED! podcast, and teaches regularly at Harvard Law School’s Trial Advocacy Workshop, American University’s Washington College of Law and Export Compliance Training Institute (ECTI) seminars around the world.

Yazan Saoudi is a Partner at Al Tamimi & Company with over 30 years of legal experience in the region. Yazid J. Tamimi is the Managing Partner of Blackthorn & Co., a firm serving clients across the Middle East and the GCC on contested, contentious, and distressed matters. He acts as counsel of record, co-counsel, board advisor, and arbitrator. With over 25 years of leadership across the GCC, Europe, Africa, and Asia, he started in private practice with Bryan Cave LLP and held in-house roles with American Express, FLAG Telecom, Weatherford, and Majid Al Futtaim, before serving as Group Chief Legal Officer of Binladin International Holding Group and Chief Legal Officer of Diriyah Company.
